How to Stop Google Chrome from Automatically Pausing Downloads

The Inactive Download Interruption

Google Chrome is designed to manage system resources efficiently, particularly on laptops running on battery power. One of the ways it accomplishes this is through a feature called “Energy Saver,” which limits background activity and visual effects. However, in some builds of Chrome, aggressive resource management can interfere with long-running tasks. If you initiate a massive file download and then minimize the browser or switch to a different, resource-heavy application (like a video game), Chrome may categorize the inactive browser window as low priority. In severe cases, to conserve bandwidth and CPU cycles, Chrome might automatically pause or severely throttle the active download without notifying you, leaving you with an unfinished file hours later.

Exempting Downloads from Resource Throttling

To stop Google Chrome from automatically pausing your downloads when the browser window is inactive, you need to disable the specific performance flags and settings that allow the browser to throttle background processes.

First, address the user-facing settings. Open Chrome, click the three-dot menu icon, and go to Settings. Click on Performance in the left sidebar. If Energy Saver is toggled on, turn it Off while you are downloading large files, as this feature is the primary culprit for throttling inactive tabs.
If the issue persists, you must disable background throttling at the experimental level. Type chrome://flags into your address bar and press Enter. In the search box at the top, type throttle. Look for a flag named Calculate window occlusion on Windows (or similar, depending on your OS). This flag allows Chrome to detect when it is covered by other windows and suspend activity. Change its state from “Default” to Disabled. Restart the browser when prompted. Chrome will now force the download process to run at full speed, regardless of whether the browser window is minimized or inactive.
