Maintaining a clutter-free and secure email inbox requires fine-tuning how spam filtering algorithms evaluate incoming correspondence. While automated spam filters capture a majority of phishing attempts and marketing blasts, they occasionally route critical client proposals or server alert notifications into the Junk Email folder. Conversely, persistent marketing lists may slip past initial filters. Microsoft Outlook provides granular Safe Senders and Blocked Senders lists that grant you definitive control over email delivery.
How Outlook Spam Lists Function
Outlook evaluates incoming email against two complementary whitelists and blacklists:
- Safe Senders List: Email addresses and entire domain names (e.g.,
@company.com) added here are never treated as junk email, regardless of the message content or attachments. - Safe Recipients List: Protects mailing lists or distribution groups to which you belong, preventing group announcements from being marked as spam.
- Blocked Senders List: Messages sent from these specific addresses or entire domains are automatically routed directly into the Junk Email folder.
- Server-Side Synchronisation: In Microsoft 365 and Exchange accounts, your Safe and Blocked sender rules synchronise seamlessly across Outlook for Windows, Mac, and Outlook on the Web.
How to Add Safe Senders in Classic Outlook for Windows
In the classic Outlook desktop client, configuring your sender lists is handled via the Junk Email options:
- Launch Microsoft Outlook and ensure you are in the Mail view.
- On the Home tab of the Ribbon, find the Delete group, click Junk, and select Junk E-mail Options.
- In the dialogue box, click the Safe Senders tab.
- Click the Add button on the right.
- Enter the specific email address (e.g.,
[email protected]) or an entire domain (e.g.,@example.com) you wish to whitelist. - Click OK.
- Optionally tick Also trust email from my Contacts and Automatically add people I email to the Safe Senders List for frictionless ongoing protection.
- Click Apply, then click OK.
Quick Shortcut: If you find a legitimate email sitting in your Junk folder, simply right-click the message and select Junk > Never Block Sender or Never Block Sender’s Domain to whitelist it in one step.
How to Configure Safe and Blocked Senders in the New Outlook and Outlook on the Web
In the new Outlook interface and Outlook Web Access (OWA), settings are consolidated in the central options hub:

- In the settings sidebar, navigate to Mail > Junk email.
- Under Safe senders and domains, click + Add.
- Type the trusted address or corporate domain and press Enter.
- To block an unwanted address, scroll down to Blocked senders and domains, click + Add, enter the offending email address, and press Enter.
- Click the Save button at the bottom of the window to commit your rules immediately.
Comparison of Outlook Junk Email Filtering Levels
Adjust your overall spam sensitivity based on your workflow tolerance:
| Protection Level | Filtering Behaviour | Recommended Use |
|---|---|---|
| No Automatic Filtering | Only filters emails specified in your Blocked Senders list. | Users whose email host already handles spam scanning. |
| Low (Default) | Catches obvious spam, junk promotions, and known malicious senders. | Standard everyday business communication. |
| High | Aggressive filtering; catches most spam but requires frequent review of Junk folder. | Users experiencing persistent spam influx. |
| Safe Lists Only | Only delivers messages from people in your Safe Senders list or Contacts. | High-security or strictly executive inboxes. |
Exporting and Importing Safe Sender Lists
When migrating to a new workstation or standardising spam rules across team members, click Export to File under the Safe Senders tab to save a .txt list. On the destination computer, click Import from File to instantly restore your entire directory of whitelisted domains.
