How to Create a Local User Account Without a Microsoft Account in Windows 11

Microsoft aggressively pushes Windows 11 users to link their user profiles to an online Microsoft Account. While this enables features like seamless OneDrive syncing and device tracking, it also forces users to surrender privacy, requires an active internet connection for setup, and ties local computer access to a cloud password. For users who value privacy or are setting up a shared computer in an office, creating an offline, traditional “Local Account” is often preferred. However, Windows 11 hides this option incredibly well.

Why Create a Local Account?

A local account exists solely on the physical hard drive of the computer. It does not communicate with Microsoft’s servers, it does not sync your wallpaper or Edge browser history to the cloud, and its password cannot be reset remotely. It is the traditional way Windows operated for decades before Windows 8 introduced cloud integration.

How to Add a Local Account from the Settings App

If you are already logged into an administrator account on Windows 11 and simply want to add a second, offline profile for a family member or guest, follow these steps:

1. Open the Settings app (press Windows Key + I).
2. Click on Accounts in the left-hand menu.
3. Scroll down and click on Other users.
4. Click the blue Add account button.

Bypassing the Microsoft Account Trap

A new window will pop up asking for the new user’s email address or phone number. This is where Microsoft attempts to force the cloud account.

1. Do not enter an email. Instead, click the small blue link that says I don’t have this person’s sign-in information.
2. The next screen will aggressively encourage you to create a brand new Microsoft account. Ignore the form fields. Click the link at the very bottom that says Add a user without a Microsoft account.

Setting Up the Local Credentials

You have successfully bypassed the cloud requirement. You will now be presented with a traditional, offline account creation screen.

1. In the User name field, type the name of the new user (e.g., “Guest” or “John”).
2. Enter a secure password in the password fields.
3. Because this is an offline account, Microsoft cannot email you a password reset link if you forget it. Therefore, Windows 11 forces you to select and answer three security questions before it will let you proceed.
4. Once you have filled out the security questions, click Next.

The window will close, and the new offline profile will appear in your list of Other Users, labelled clearly as a “Local account.” They can now sign in from the main Windows lock screen.
