Why Does Chrome Resume Incomplete Downloads?

By default, if you close Google Chrome while a file is downloading, or if your browser crashes, Chrome will automatically attempt to resume that incomplete download the next time you open the browser. While this is helpful for large files, it can be problematic if the download was a mistake, if you are on a metered connection, or if you simply want Chrome to start up as quickly as possible without using bandwidth.

How to Stop Chrome from Resuming Downloads on Startup

There is no direct settings toggle to turn off download resuming, but you can manage this behaviour by clearing your download history before you close the browser, or by using a command-line flag.

Method 1: Clear the Download Queue Before Closing

The simplest way to prevent a download from resuming is to cancel it properly before you shut down Chrome.

  1. Press Ctrl + J (Windows) or Command + Option + L (Mac) to open the Downloads page.
  2. Locate the active or paused download you want to stop.
  3. Click the Cancel button next to the file.
  4. Click the X on the right side of the download entry to completely remove it from your history.

Because the download is cancelled and removed from the queue, Chrome will not attempt to restart it upon your next launch.

Method 2: Change Startup Behaviour

If Chrome is sluggish on startup because of background activity, ensure it is configured to start fresh.

  1. Open Chrome Settings.
  2. Click on On startup in the left sidebar.
  3. Select Open the New Tab page instead of “Continue where you left off”.

While “Continue where you left off” primarily affects tabs, starting fresh ensures the browser doesn’t try to aggressively restore the previous session’s background activities, which can sometimes include stuck download queues.
