You must instruct the Windows 11 kernel to execute a continuous, high-framerate capture of the monitor’s raw pixel output, wrapping the visual data and internal audio into a highly compressed `.mp4` video container. Microsoft significantly upgraded the legacy Snipping Tool, transforming it from a simple image capture utility into a fully functional, selective screen recording engine.

1. Summon the Master Architecture:
* Click the Start Menu (the Windows icon on your taskbar).
* Type exactly Snipping Tool into the search bar and press Enter to launch the application.
2. The Interface Initialization Phase:
* The Snipping Tool interface is minimal. Look at the top center of the application window.
* You will see two distinct icons: a Camera (for static screenshots) and a Video Camera (for screen recording).
* Click the Video Camera icon to shift the engine into continuous capture mode.
3. The Target Acquisition (Defining the Matrix):
* Click the blue + New button in the top left corner.
