Windows 11 features a unified “Action Center” (also known as Quick Settings). When you click the battery, volume, or Wi-Fi icons in the bottom-right corner of the taskbar, a flyout menu appears, allowing you to instantly toggle Bluetooth, airplane mode, screen brightness, and other core system settings.
While this is incredibly convenient for laptop users, it is a significant security risk for public kiosks, school computer labs, or strictly locked-down enterprise workstations. If a curious user can easily click the taskbar and disable the network connection, turn on airplane mode, or mess with accessibility settings, it can cause unnecessary helpdesk tickets and disrupt operations. To secure a workstation and prevent unauthorized users from tampering with system-level hardware toggles, you must completely disable access to the Action Center.
Disabling the Action Center via Group Policy (Pro/Enterprise Only)
The only reliable way to completely castrate the Quick Settings menu across the entire operating system is to use the Local Group Policy Editor.
- Log into the target Windows 11 machine using an Administrator account.
- Press the Windows Key + R to open the Run dialogue box.
- Type
gpedit.mscand press Enter to open the Local Group Policy Editor. - Using the left-hand navigation pane, drill down into this exact path:
User Configuration -> Administrative Templates -> Start Menu and Taskbar - In the right-hand panel, look for the policy named Remove Notifications and Action Center and double-click it.
- A new properties window will open. In the top-left corner, change the radio button from “Not Configured” to Enabled.
- Click Apply and then OK at the bottom of the window.
Verifying the Lockdown
You must restart the Windows Explorer process (or simply reboot the computer) for the policy to take effect.
Once the machine reboots, the UI change is absolute. If a user clicks on the volume, network, or battery icons on the taskbar, absolutely nothing will happen. The Action Center flyout is completely blocked, ensuring that your network settings and hardware toggles remain exactly as the system administrator configured them.
